Jut to close this off and in case anyone has the same issue in future. The problem was UG8 and the chip I'd used to replace it. I'd gone with the "HCT" version of the chip which must run slightly too fast and as such was causing those final frames to drop when rendering on screen. I swapped back...

Some more detail too. I have the board out of the machine connected via a long ATX connector and with the board sitting flat on a box the flickering lines over a long enough time almost fill in the missing rows. If I then stand the board on its side, within a minute it’s almost back to fully...
